DESCRIPTION: Supervises the staff of the Bureau of Rates on all financial analysis of water and wastewater service providers, including: cost of service, rate design and revenue requirements matters. Provides recommendations to senior executive staff and commissioners; plans, supervises and coordinates the work of staff involved in the analysis of utility rate structures; conducts and supervises research on water and wastewater policy and regulatory matters; participates in state, regional and federal policy discussions; and trains staff on the principles of rate regulation in the water and wastewater sector.
Work Responsibilities:
The primary duty of the Bureau Chief is to manage all water and wastewater utility rate case matters and other filings required by law or regulation. Responsible for reviewing each case, assigns staff, and oversees the conduct of the case from intake to final disposition. Specific duties include preparing or directing the preparation of discovery and financial data worksheets as well as the establishment of meeting and hearing schedules for the case. In consultation with the division director, is responsible for the preparation of the Staff position for the case; the substantive financial analysis used in any legal filings; the preparation and review of any legal briefs or other documents; and leads or supports negotiations and settlement discussions.
Conducts or directs research; analyzes or directs and reviews the staff analysis of information related to any filings made with the division; prepares or directs and reviews staff as they prepare memos, reports, correspondence either for the senior executive staff or on behalf of the agency.
Analyzes or oversees the staff analysis of specific utility ratemaking issues such as the impact of requested and alternate rate structures; consults with the Office of the Chief Economist to determine the appropriate capital structure and return on equity; and analyzes the impact of utility rate filings on individual residential, commercial, industrial and governmental customers of the utility. Assesses the utility’s compliance with applicable state and federal laws and regulations, as well as applicable decisions of the Board of Public Utilities.
Directs staff in the acquisition of data necessary for the preparation of presentations, legal briefs, research or other reports, policy memos, and charts, schedules, and statistical information necessary to inform policy analysis and recommendations. Responsible for the maintenance of accurate, updating reports in the Bureau’s files and ensuring that the files are maintained and preserved in a consistent format.
At the direction of and on behalf of the Division Director, the Bureau Chief represents the Division and Board at various conferences, seminars, policy meetings, public hearings, evidentiary hearings or other similar events.
EXPERIENCE: Five (5) years of supervisory/managerial experience and a variety of management experiences and organizational responsibilities are required.
The successful candidate must be able to demonstrate proficiency in Excel and be able to conduct independent financial analysis of water and wastewater utility filings. Other technical proficiencies required include Outlook and Word; ability to prepare presentations in Power Point or similar applications is preferred.
The successful candidate will possess and demonstrate a broad range of managerial and leadership skills, including: strong communication and interpersonal skills; thorough problem analysis; creative thinking; prudent decision making and sound judgment. The ability to manage, develop and delegate to staff, coordinate and lead interdepartmental cooperation and understanding the importance of organizational awareness are required.
EDUCATION: A Bachelor’s degree in accounting, business, finance, economics or similar/related field from an accredited college or university is required.
NOTE: An advanced degree in such fields or in management or administration, is preferred; consideration of other technical degrees related to the particular position will be considered.
