You will be part of a highly effective and collaborative team working to ensure that safe, adequate, and proper utility services are provided to all members of the public who desire such services.

GENERAL DESCRIPTION: Under direction of the Division of Reliability & Security, Bureau of Emergency Management or other supervisory official, performs technical planning related to emergency management in accordance with guidelines set forth by the state and federal government; assists in professional, administrative and analytical work to promote the planning, operation, implementation, monitoring and evaluation of lifeline sector utilities; does related work as required.


  • Learns to collect and review regulated Utility Emergency Response Plans.
  • Learns and assists in overseeing the Board of Public Utilities Internal Emergency Management Program.
  • Collaborates with various BPU Divisions to ensure maintenance of the Board of Public Utilities Continuity of Operations Plan.
  • Responsible for evaluation of regulated utility storm/disaster response performance, mitigation efforts and production of major event reports flowing storms/disasters, responds to actual energy emergencies as required and staffs the State Emergency Operations Center.
  • Learns to coordinate the activities of the utilities sector and utility representatives assigned to the State EOC during emergency activations.
  • May be required to work non-routine work hours.
  • Participates in the review and analysis of utility and petroleum emergency operations plans and restoration practices.
  • Learns to evaluate performance of the Energy Sector in response to incidents and weather events.
  • Learns to conduct field inspections and represents the Division at meetings, conferences, and workgroups as required.
  • Provides timely updates to NJBPU leadership during emergencies regarding Utility Emergency Response.
  • Participates in emergency planning initiatives and meetings with public and private sector.
  • Interprets federal and state emergency planning legislation.
  • Learns to investigate potential violations of law, non-compliance with statutes, administrative codes and orders.
  • Learns to prepare clear, technically sound, accurate, and factual reports containing findings, conclusions, and recommendations.
  • Assists in preparing charts, tables, and other graphic representations needed for the planning, operation and implementation of program activities.
  • Collect data to prepare clear reports of instigative findings, inspections, and surveys containing recommendations and solutions.
  • Learn to review plans, specifications, and environmental impact documents.


EDUCATION: Graduation from an accredited college with a Bachelor’s degree.
